摘 要:基于2016—2017年宁夏回族自治区引黄灌区基本农田建设中盐碱地治理工程的实地调查和数据资料,通过对盐碱地治理措施和DEA数据包络法对引黄灌区盐碱地治理工程的投资效率进行了分析。结果表明:采用DEA方法计算,选取的宁夏引黄灌区盐碱地治理工程的综合效率均值为0.724,技术效率均值为0.916,规模效率均值为0.787。盐碱地治理工程总体绩效较好,但不同工程项目之间的绩效差异比较明显。宁夏引黄灌区盐碱地治理工程的综合效率和规模效率需要进一步提高。应从生产技术上增强项目投入产出的转化能力,以改善盐碱地治理绩效水平。Based on the field survey and data of saline-alkali soil treatment project in Ningxia Yellow River Irrigation Area from 2016 to 2017,this paper analyzed the investment efficiency of saline-alkali soil treatment project in Yellow River Irrigation Area through the treatment measures of saline-alkali soil and data envelopment analysis(DEA).The results showed that,using DEA method,the average comprehensive efficiency,technical efficiency and scale efficiency of the project were 0.724,0.916 and 0.787,respectively.The overall performance of the project was relatively good,but the difference between the projects was obvious.The comprehensive efficiency and scale efficiency of saline-alkali soil treatment project in Ningxia Yellow River Irrigation Area needed to be further improved.The transformation ability of project input-output should be enhanced from the production technology,so as to improve the treatment performance level of saline-alkali soil.
