新疆阿克苏地区财政支农资金对农村居民收入的影响——基于VAR模型实证分析

摘　　要：基于2009—2018年新疆阿克苏地区统计数据,采用VAR实证模型联结新疆阿克苏地区财政支农资金与农村居民收入现状,以探究财政支农资金与农村居民收入之间的关系。结果表明:财政支农资金与农村居民人均纯收入之间有协整关系,在滞后1期时满足财政支农资金是农村居民人均纯收入的格兰杰因果关系,基于VAR模型分析得出,财政支农资金对农村居民人均纯收入产生正向冲击影响,但是整体来看,该正向冲击影响较弱并且存在一定的滞后性。在此基础上,政府应加强财政资金对“三农”问题的投入,明确支农导向,优化财政支农资金投入结构,建立财政支农资金管理监督考核体系,提升农村居民财产性收入来增加农村居民收入。Based on the statistical data of Aksu region in Xinjiang from 2009 to 2018,this paper uses VAR empirical model to connect the current situation of financial support for agriculture funds and rural residents’income in Aksu region of Xinjiang,so as to explore the relationship between financial support for agriculture funds and rural residents’income.The research shows that:there is a co-integration relationship between the financial support for agriculture funds and the per capita net income of rural residents.When the lag period is one period,the Granger causality of the per capita net income of rural residents is satisfied.Based on the analysis of VAR model,it is concluded that the financial support for agriculture funds has a positive impact on the per capita net income of rural residents,but on the whole,the positive impact is weak and exists in a certain lag,on this basis,the government should strengthen the financial investment in the“three rural”issues,clarify the guidance of agricultural support,optimize the structure of financial support for agriculture funds,establish the supervision and assessment system of financial support for agriculture funds management,improve the property income of rural residents to increase the income of rural residents.
