摘　　要：构建现代化省级应急管理指挥机制对于防范化解各种重大风险挑战,推进应急管理体系和能力现代化,提高应急处突的能力与效率,维护人民命财产安全和社会大局稳定皆具有重要意义。实践中应理性检视当前省级应急管理指挥机制尚存在的困境与挑战,并从指挥框架、指挥流程、作战体系以及资源配置等维度进行宏观把控和微观分析,切实解决现实问题,扎实推进我国应急管理体系不断完善和发展。The construction of modern provincial emergency management command system is of great significance for preventing and resolving various major risks and challenges,promoting the modernization of emergency management system,improving the ability and efficiency of emergency response,and protecting people's lives and property and maintain the social stability.We should treat the existing difficulties and challenges in the current provincial emergency management system rationally,and conduct macro control and micro analysis from the command framework,command process,combat system and resource allocation,so as to solve practical problems and boost the improvement and development of China's emergency management system.
