深度贫困地区易地扶贫搬迁产业扶贫模式与效果评价——来自新疆南疆三地州产业扶贫的实践

摘　　要：通过分析南疆三地州易地扶贫搬迁安置点产业发展基础及就业途径,将深度贫困地区易地扶贫搬迁安置地产业发展分为5种组织模式。论文采取定量和定性结合分析的方法,从扶贫资金使用绩效、利益联结机制、项目瞄准性三个方面建立分析框架对比不同产业组织模式的扶贫绩效。研究发现,"设施农业+基地+养殖业"模式与"土地开发+农户+特色农业"产业发展模式具有较强的稳定性和扶贫性,移民的参与率及扶贫绩效最高,而专业合作社+基地+农户模式收入的稳定性、扶贫性及风险化解能力较弱,扶贫绩效较差。为促进安置地产业发展及移民的充分就业,要以"减贫"定产业,充分利用搬迁安置地现有的特色资源和竞争优势,制定更加科学的产业扶贫模式。Through analysis of the industrial development foundation and job opportunities at poverty alleviation relocation sites in the three prefectures of southern Xinjiang,the industrial development of severely impoverished areas after poverty alleviation relocation was divided into 5 organization models.With the combination of quantitative and qualitative analysis,we built a description framework to compare the performance of different industrial organization models in poverty alleviation regarding the performance of utilizing poverty alleviation funds,the benefit affiliating mechanism and project targeting.The study shows that the model of"facility agriculture+base+breeding"and the industrial development model of"land development+farmer+distinctive agriculture"work more steadily and are better for poverty alleviation,with the highest participation rate of migrants and the best performance in poverty alleviation;the model of"specialized cooperative+base+farmer"shows a weaker industrial development foundation,a lower proportion of migrants received by industries and less stable incomes,performing worse in poverty alleviation.To promote the industrial development of relocation sites and sufficient employment of migrants later,existing special resources and competitive advantages of relocation sites should be fully utilized in the formulation of suitable industrial development models.
