摘　　要：作者从产权共识、品牌共识、合作初心、合作目标、合作投入、上下同欲、合作坚守等7个方面分析了公立医院对外合作过程中存在的问题和困难。提出了解决问题的对策和建议,包括提高政治站位、尊重现代产权制度、弘扬优秀医院文化、形成最大公约数、打通人才培养体系、重点突破带动全面发展、建立配套政策体系等,以期为公立医院更加有效地开展对外合作工作提供参考,为政府部门制定支持公立医院开展对外合作工作的相关政策提供依据和建议。This article analyzes the problems and difficulties in the process of foreign cooperation of public hospitals from seven aspects,such as property rights consensus,brand consensus,cooperation initial intention,cooperation goal,cooperation input,top and bottom desire,and cooperation perseverance.The authors put forward countermeasures and suggestions to solve the problems,including raising the political status,respecting the modern property rights system,promoting the excellent hospital culture,forming the largest number of conventions,opening up the talent training system,driving comprehensive development with key breakthroughs,and establishing a supporting policy system,with a view to providing reference for public hospitals to carry out foreign cooperation more effectively.It also provides the basis and suggestions for government departments to formulate policies to support public hospitals to carry out foreign cooperation.
