摘　　要：在改革开放的历史大背景下,老龄化、工业化、城市化成为不可阻挡的历史趋势,他们给乡村民主建设带来了严峻考验。老龄化从整体上降低了民主参与的广度和深度,而工业化和城市化则通过对乡村人口结构和数量的调整,把乡村的老龄化提升到深度老龄化和超老龄化的水平。解决乡村基层民主面临的难题,从总体上说,既要注重顶层设计,又要尊重基层创新;既要注重城市发展,又要聚焦乡村建设,高度重视城乡融合发展;既要重视乡村民主实践,增强民主的吸引力和感召力,又要重视乡村民主制度建设,发挥制度的有效导向作用;既要重视乡村民主自身建设,又要重视城市社区基层民主建设,统筹城乡基层民主建设两个大局。Under the historical background of reform and opening up,aging,industrialization and urbanization have become unstoppable historical trends,which have brought severe tests to the construction of rural democracy.Aging reduces the breadth and depth of democratic participation as a whole,while industrialization and urbanization raise the aging of rural areas to the level of deep aging and super-aging through the adjustment of rural population structure and quantity.In order to solve the problems faced by rural grass-roots democracy,on the whole,we should not only pay attention to the Toplevel design,but also respect the innovation at the grassroots level;we should pay attention to both urban and rural development,but also focus on rural construction and attach great importance to the integrated development of urban and rural areas.We should not only attach importance to the practice of rural democracy,enhance the attraction and appealof democracy,but also attach importance to the construction of Rural democratic system and give full play to the effective guiding role of the system.We should not only pay attention to the construction of rural democracy itself,but also attach importance to the construction of grassroots democracy in urban and rural areas.
