浅谈疾控档案管理的现状与对策

摘　　要：疾病预防控制中心是政府对社会实施疾病预防控制与公共卫生技术管理和服务的公益性事业单位。疾控档案是指疾控中心在实施传染病防控、慢病防制、突发公共卫生事件应急处置、健康危害因素监测与干预、实验室检测与分析、健康教育、技术管理与应用研究指导职能以及开展各项党群活动中形成的不同载体、门类档案的总和。疾控中心档案管理的规范化程度与应用效率对于疾病预防监控、流行病学分析、突发公共卫生事件应急处置及健康教育与促进等重要政府职能的发挥产生一定影响,与老百姓的健康和社会稳定有密切的关联。通过对疾控中心档案管理现状进行分析,从重视程度、制度建设、档案管理员整体素质、档案管理网络信息化以及档案编研利用工作等几个方面进行探讨,从而发现问题,并提出合理的改进意见。旨在为疾控中心档案管理的长远发展及更好地服务中心决策及社会提供借鉴。Centers for Disease Control and Prevention(CDC) is a public welfare institution in which the government implements disease control and prevention and public health technology management and services.CDC archives refer to the total of different carriers and categories of archives formed by the CDC in the implementation of infectious disease prevention and control,chronic disease prevention and control,emergency response to public health emergencies,health hazard monitoring and intervention,laboratory testing and analysis,health education,technology management and application research guidance functions,as well as various party and mass activities.The standardization degree and application efficiency of CDC archives management have a certain influence on the play of important government functions,such as disease prevention and control,epidemiological analysis,emergency response to public health emergencies,health education and promotion and other important government functions,which are closely related to the health and social stability of people.Through the analysis of the current situation of the archives management of CDC,this paper discusses the importance,system construction,the overall quality of the archivists,the network informatization of the archives management and the compilation and research of the archives,so as to find out problems and put forward reasonable suggestions for improvement.The purpose is to provide reference for the long-term development of CDC archives management and better service for the decision-making of CDC and the society.
