摘　　要：我国是世界木材消耗和加工大国,每年都需要大量的木材进口,2014年以来我国木材进口对外依存度持续超过50%。随着全球森林资源减少和生态环境保护措施加大,国际木材贸易形势严峻,这对我国的经济发展、生态安全、国际外交等重大国家建设都造成了很大的障碍。为进一步改善我国的木材培育利用环境、缓解国内木材供需矛盾,行业高层管理部门开展相关银行金融贷款、政策扶持等多种措施建设国家储备林,为国内木材资源培育和利用注入了急需的市场资金动力,为国家木材产业发展、生态安全、新农村建设等都发挥了积极的促进作用。China is the world’s largest timber consumption and processing country, and needs a large amount of imported timber every year. Since 2014, China’s timber import dependence has continued to exceed 50%. With the reduction of global forest resources and the increase in ecological and environmental protection measures, the international timber trade situation becomes more and more severe, which has caused great obstacles to China’s economic development, ecological security and international diplomacy. In order to further improve China’s timber cultivation and utilization environment and alleviate the contradiction between domestic timber supply and demand, the management department has carried out various measures such as relevant bank financial loans and policy support to build a national reserve forest, which helps to inject market funds for the cultivation and utilization of domestic timber resources. The driving force has played an active role in promoting the development of the national timber industry, ecological security, and new rural construction.
