社会权利视角下女性公民社会保障问题研究

摘　　要：社会权利是女性公民基于公民身份最本质的公民权利之一,未来社会保障的完善发展要关注到女性这一特殊群体的社会权利保障,这是实现公民权利公平化进而优化社会保障体系的必由之路。结合现有关于女性群体的调查数据,从养老保障、医疗保障、就业保障的三个维度对女性公民社会权利保障状况的研究中发现,由于女性自身、国家和社会的局限性等原因,女性社会保障存在待遇相对较低、城乡女性社会保障差距大、女性劳动价值不被认可等现实问题。因此,要突破女性社会权利保障难题,通过促进女性公民意识觉醒、国家政策倾斜、社会环境优化等手段,保障女性公民权利的充分实现,为女性社会保障体系的完善提供思路。Social rights are one of the most essential civil rights of female citizens based on their citi⁃zenship.In the future,the improvement and development of social security should pay attention to the so⁃cial rights protection of women as a special group,which is the only way to realize the fairness of civil rights and optimize the social security system.Combined with the existing survey data on female groups,from the three dimensions of pension security,medical security and employment security,it is found that due to the limitations of women themselves,the state and society,there are some realistic problems in female social se⁃curity,such as relatively low treatment,large gap between urban and rural women’s social security,and un⁃accepted female labor value.Therefore,it is necessary to break through the problem of women’s social rights protection,and provide ideas for the improvement of women's social security system by promoting the awakening of women's civic awareness,the inclination of national policies,the optimization of social envi⁃ronment and other means to ensure the full realization of women’s civil rights.
