新时代乡村振兴进程中“人才振兴”的路径探析

摘　　要：党的十九大作出了实施乡村振兴战略的重大决策部署,党的十九届五中全会明确提出,“十四五”时期要优先发展农业农村,全面推进乡村振兴。新时代推进乡村振兴战略的重要基石就是实现“人才振兴”。产业兴旺需要人才推动,有效治理要以人为主导,生态环境要靠干部治理,乡风文明要靠人才塑造和传承。当前,我国在实现乡村“人才振兴”过程中面临着农村人口外出、农村人口文化素质不高、年龄结构失衡及人才引入困难等诸多挑战,需要加快农村基础建设,将农村人口的素质教育和职业技能培训摆在重要位置,逐步完善保障制度与激励机制,为乡村振兴引入人才,从而实现乡村“人才振兴”。The Fifth Plenary session of the 19th CPC Central Committee clearly mentioned that during the 14th Five-Year Plan period some priority is to be given to the development of agricultural rural areas and comprehensively promote rural revitalization in China.The important cornerstone for the promotion of rural revitalization strategy in the new era is to realize"talent revitalization".The development of rural society relies on human resources as the main support.This article clarifies the importance of"talent revitalization"to rural revitalization,and analyzes the current challenges that China faces in the process of realizing rural"talent revitalization":the rural population leave for employment in cities,low education of the rural population,unbalanced age structure,and the difficult introduction of talent.Therefore,the corresponding solutions to these challenges are proposed in the paper:to continue to accelerate rural infrastructure construction,place quality education and vocational skills training for the rural population in an important position,and gradually improve the guarantee system and incentive mechanism,introduce talents for rural revitalization,and finally realize"Talent revitalization".
