摘　　要：为落实精准扶贫思想,促进我国体育扶贫治理体系建设,借鉴社会学、管理学、体育学理论,运用文献资料、专家访谈、实践调研等方法,从3个阶段梳理了我国体育扶贫的政策和理论。从基本情况、方式与措施、效果与评价3个方面对我国8个贫困县的64个贫困村进行调研,分析当前我国体育扶贫存在的问题和不足。结果显示我国体育扶贫在上级扶贫和体育部门指导下进行,内容以设施、人员支援和志愿服务为主,经费来源主要是体彩公益金、省市专项资金和单位自筹,考核方式以查阅材料和实地考察为主。运用社会治理理论对体育扶贫的主体、客体、模式、运行机制进行分析,构建了新时代我国体育扶贫治理理论体系,并从加强制度构建、鼓励多元参与、拓宽帮扶模式、加强内部治理、完善监督与评价体系和强化学术研究等方面提出了具体的路径和措施。In order to implement the idea of precise poverty alleviation,and promote the construction of the governance system of poverty alleviation in China’s sports,the policies and theories of poverty alleviation in China’s sports were sorted out in 3 stages by drawing on the theories of sociology,management and sports,and using the methods of documentation,expert interviews and practical research.The study was conducted on 64 disadvantaged villages in 8 impoverished counties in China from 3 aspects:basic situation,methods and measures,effects and evaluation,and analyzed the current problems and shortcomings of poverty alleviation through sports in China.The results show that China’s poverty alleviation through sports is carried out under the guidance of high-level poverty alleviation and sports departments,the focus is on facilities,personnel support and volunteer services,the funding sources are mainly sports lottery public welfare funds,provincial and municipal special funds and self-financing of organizations,and the assessment methods are based on access to materials and field visits.The theory of social governance is applied to analyze the subject,object,mode and operational mechanism of poverty alleviation through sports,and a theoretical system of governance for poverty alleviation through sports in China in the new era is constructed.Furthermore,specific paths and measures are proposed in terms of strengthening institutional construction,encouraging diversified participation,broadening the support model,strengthening internal governance,improving the supervision and evaluation system,and strengthening academic research.
