基层医院接种新冠疫苗的风险管理实践思考

摘　　要：目的:调查承担新冠疫苗接种任务的基层医院现状及存在的风险,并探讨基层医院应对新冠疫苗接种风险管理的对策。方法:通过现场检查和自制问卷调查基层医院新冠疫苗接种条件、人员的一般情况、接种相关知识掌握情况和应急及急救处置能力。结果:大部分基层医院接种点设立不合规范,缺少接种相关流程和应急预案,疫苗保存管理不规范,缺乏急救物品和设备。多数基层医院人员应急及急救处置能力较低。少数基层医院人员未完全掌握疫苗接种流程和接种异常反应以及处理方法。结论:通过评估分析基层医院存在的风险及管理薄弱点,制定应对策略,是保障新冠疫苗接种工作安全有序开展的关键。Objective:To investigate the present situation and existing risks of primary hospitals who undertaking the task of COVID-19 vaccination and to explore the countermeasures of primary hospitals to deal with the risk management of COVID-19 vaccination.Methods:Scene investigation and self-designed questionnaires were used to investigate the vaccination conditions,the general situation of the staff,the mastery of vaccination related knowledge and the ability of emergency and first aid treatment in primary hospitals.Results:The inoculation sites in most grassroots hospitals were not set up in compliance with the norms,lacked related procedures and emergency plans for vaccination.Vaccine preservation management was not standardized,with lacking of emergency supplies and equipment.Most of the staff in primary hospitals had low ability of emergency and first aid.A few primary hospital staff did not fully master the vaccination process,vaccination abnormal reactions and treatment methods.Conclusion:It is the key to ensure the safe and orderly development of COVID-19 vaccination by evaluating and analyzing the risks and management weaknesses of primary hospitals and formulating coping strategies.
