摘　　要：在新的发展阶段,我国要加快形成新的发展格局。而在新发展格局的形成中,存在平衡发展战略与不平衡发展战略两种战略选择。一个经济体越过起飞阶段转向成熟阶段,意味着结构性红利的消失,结构性红利的消失意味着推行不平衡发展战略的基础条件不复存在,经济发展战略相应地要做出从不平衡发展战略转向平衡发展战略的调整。然而这只适用于生产力一直没有出现重大变化的情况。生产力水平如果发生重大变化,必然会带来结构变化,形成新的结构性红利,创造出推行不平衡发展战略的前提。新一轮的技术革命正在创造实施不平衡发展战略的前提条件。在新技术革命这个大背景下,实施不平衡发展战略就是要发挥新经济的引领作用。新经济的影响是横向的,带有全局性,发挥新经济的作用有利于利用我国的结构性双面优势,创造新的结构性红利和提升我国抵御外部冲击的能力。At the new stage of development,China should speed up the formation of a new development pattern.In the shaping of the new development pattern,there are two strategic choices:balanced development and unbalanced development.The transition of an economy from a take-off stage to a mature stage means the disappearance of the structural dividend,which generally means that the basic conditions for the implementation of the unbalanced development strategy is no longer in existence.Accordingly,the economic development strategy should be adjusted from the unbalanced development strategy to the balanced development strategy.However,this only applies in general to situations where there has been no significant change in productivity.If there is a significant change in the level of productive forces,it must bring about structural changes,which will inevitably give rise to new structural dividends and create the premise for the implementation of the unbalanced development strategy.A new round of technological revolution is creating preconditions for the implementation of the unbalanced development strategy.In the grand context of the new technological revolution,the implementation of the unbalanced development strategy is to play a leading role in the new economy.The impact of the new economy is horizontal and overall.Giving full play to the role of the new economy is conducive to making use of China’s two-sided structural advantages,creating new structural dividends and consolidating and enhancing China’s ability to resist external shocks.
