京津冀协同发展视域下天津市实体经济高质量发展路径研究

摘　　要：实体经济的高质量发展是京津冀协同发展和天津市经济发展的关键所在,其核心在于实现产业结构与配套资源的协调发展。本文通过梳理近几年天津市及京津冀城市群实体经济发展的现状,揭示当前天津市乃至京津冀地区存在的新旧动能转换尚未成熟、城市群发展合力尚未形成、高技能人才缺口较大等多重制约实体经济高质量发展的重要问题。最后,在总结天津市推动实体经济高质量发展必然性的基础上提出破除要素流动束缚、培育新增长极、构建区域产学研联盟等多项有针对性的政策建议。High-quality development of real economy is the key to Jing-Jin-Ji coordinated development and Tianjin’s economic development,and the core lies in the coordinated development of industrial structure and matching resources.By reviewing the real economic development situation of Tianjin and the city cluster called Jing-Jin-Ji in recent years,this paper reveals several significant problems restricting the high-quality development of real economy including the inmature transformation of old and new growth driving force,the unformed resultant force of urban agglomeration deve-lopment and the large gap in high-skilled talent cultivation.Finally,under the foundation of summarizing the inevitabi-lity of promoting high-quality development of Tianjin’s real economy,it puts forward some pertinent policy suggestions including breaking the obstacle to element flow,fostering new growth pole,and constructing the regional industry-university-research institute alliance.
