摘　　要：图书馆战略规划是图书馆管理的重要工具。文章在对公共图书馆"十四五"发展环境分析的基础上,探讨我国公共图书馆"十四五"发展的重点,包括图书馆法治体系建设、全民阅读新方式、文旅融合新发展、智慧图书馆建设、多元共治共享。文章以广东省的广州图书馆、深圳图书馆、佛山市图书馆"十四五"规划先行文本为样本,分析并研究图书馆战略规划编制体例、编制方法及内容亮点,提出规划编制工作建议,以期对我国公共图书馆编制"十四五"战略规划提供参考。Library strategic planning is an important tool in library management.Based on the analysis of the development context of public libraries during the fourteenth five-year period,the paper discusses the developing priorities of public libraries,including the construction of library law system,a new way for all people to read,new cultural and tourism integration,construction of smart libraries,pluralistic management and sharing.Based on the fourteen five-year plans of Guangzhou Library,Shenzhen Libray and Foshan Library,the paper studies their writing styles,methods and contents.The paper also offers suggestions to improve the formulating work,expecting to provide some references for other public libraries.
