摘 要:高校教学督导员的道德风险行为及其影响是一个不容忽视的问题。高校教学督导员的道德风险表现在对青年教师的挤压、对昔日同事的打击、对亲友朋党的维护和对自身声名的过度追逐等方面。造成教学督导员道德风险行为的原因在于刻板的用人机制、近亲繁殖和利益驱动。化解教学督导员道德风险问题应从机制变革入手,这包括权力完全下放、督导员多元化、短任期制、合作学习机制、与利益脱钩机制和全员参与制。Moral hazards of teaching evaluation supervisors and theirs influences in universities is a problem deserving attention. Moral hazards of teaching evaluation supervisor are reflected in the acts of squeezing out young teachers, attacking their past workmates, favoring their friends and families, and defending their own fames. The reasons responsible for moral hazards of teaching evaluation supervisors lie in rigid employment mechanism, inbreeding, and the driving of interest. The resolving mechanism include completely transferring power to the secondary colleges, realizing diversification of teaching evaluation supervisors,implementing short tenure system of teaching evaluation supervisors, implementing cooperative studying mechanism, making evaluation irrelevant to interest, and ensuring participation of all teachers.
