摘　　要：2018年的中央一号文件提出,要建设好美丽乡村,既要强化新建农房规划管控,又要加强"空心村"整治。农村人口大量向城镇迁移和农村宅基地产权不明晰,以及由此造成的"人走房空建新不拆旧"和"一户多宅",是导致"乡村空心化"的重要原因。"空心村"的出现,既恶化了农村人居环境,又浪费了农村土地资源,还削弱农村物质再生产和人口再生产能力,更谈不上推进农村基础设施建设和改善农村基本公共服务。要化解"乡村空心化"的负面效应,除了必须深化城乡二元体制改革,破除城乡要素双向流动的体制机制障碍,还要因势利导地发展农村经济,走一、二、三产业融合发展道路,以及引导村民开展"村落整治"和必要的"村落合并"。No.1 document of Chinese central government in 2018 proposed that in order to build beautiful villages, we should not only strengthen the planning and control of new agricultural houses, but also strengthen the renovation of "hollow villages".Large number of rural people move to cities, the property rights of rural homesteads are not clarified, so there arises the phenomenon of "empty houses left with people going away, and new houses built without demolishing the old ones",and "multiple houses belonging to one family",which are the important reasons for the formation of "hollow villages".The emergence of "hollow villages" has many bad effects.It deteriorates the rural living environment, wastes the rural land resource, and weakens the rural material reproduction and population reproduction capacity.As many "Hollow villages" arise, it is also difficult to promote the rural infrastructure construction and improve the rural basic public services.To solve the problem of "hollow villages" and eliminate its negative effects, we should deepen the reform of rural-urban dual system, and break the systematic barrier that impedes the rural-urban factors flowing in both directions.Besides that, we should also make the best use of the circumstances to develop the rural economy, take the path of integrated development of primary, secondary, and tertiary industries, and guide the villagers to carry out "village renovation" and "villages merged" when it is needed.
