区域一体化背景下的智慧城市建设实证研究——以长三角城市群为例

摘　　要：在分析长三角城市群智慧城市建设现状的基础上,运用因子分析法对长三角城市群智慧城市建设情况进行定量测评和分析,并从区域一体化的角度,以智慧城市群为出发点,从五个方面探寻推进长三角城市群智慧城市建设一体化发展路径:强化政府有效引导,加强顶层设计一体化;搭建长三角创新平台,实现要素流动一体化;建立健全制度保障,推动人才管理一体化;促进产业结构转型,打造基础建设一体化;推动协同管理防治,做好生态环境一体化。This paper uses factor analysis method to make quantitative evaluation and analysis on the construction of smart city in the Yangtze River Delta city cluster based on the analysis of its current situation. From the perspective of regional integration,taking smart city cluster as the starting point,it explores the integrated development path of smart city construction in the Yangtze River Delta city cluster from five aspects: strengthening effective government guidance and the integration of top-level design;building the Yangtze River Delta innovation platform to realize the integration of factor flow;establishing and improving institutional guarantees to promote the integration of talent management;promoting the transformation of the industrial structure to build integrated infrastructure;and promoting coordinated management,prevention and control to integrate the ecological environment.
