摘 要:分析了我国污水资源化利用,特别是再生水利用方面存在的主要问题,提出了再生水利用的基本原则和提升再生水利用水平的主要措施。目前,再生水利用存在价格激励机制和监管体系不完善、污水设施与再生水设施建设欠统筹和标准体系不健全等问题。再生水利用应坚持因地制宜、分类施策原则,依质定用、依用定质、按需定供、按质管控。今后应重点推进再生水生态环境利用、区域再生水循环利用、城镇再生水工业利用和工业废水循环利用,强化再生水利用技术体系和标准体系建设。This paper analyzed the main issues in the utilization of wastewater,especially in water reuse.The basic principles of water reuse and measures that promote the utilization of reclaimed water have been put forward.At present,the problems existing in widespread use of reclaimed water includes imperfect price incentive mechanism,relatively weak regulatory system,uncoordinated construction of wastewater and water reclamation facilities,as well as fragmentary standard system.Reusing of water should adhere to the principle of′fit-for-purpose and fit for case′which is to consider the reclaimed water quality and the intended end uses coordinately and conduct overall planning based on water quantity and quality requirements.The key points should be to emphasize on promoting ecological and environmental uses,regional water eco-nexus cycle system,urban industrial uses and internal water reuse within industrial sectors and strengthen the construction of sound technical system and standard system for the utilization of reclaimed water.
