关于企业安全生产双重预防机制建设的思考

摘　　要：文章对双重预防机制的组成及对应关系进行了梳理,在此基础上对双重预防机制的推进过程存在的问题进行了分析,指出在思想上认识不足、专业性不够、全员参与深度和广度不够、过程存在"两张皮"的问题,提出从规划设定、培训策划和实施、成果应用等方面进行改进,并结合企业实际工作开展情况进行了验证,通过双重预防机制应用达到安全风险有效控制、隐患排查有效治理、实现了零事故安全目标。This paper combs the composition and corresponding relationship of the dual prevention mechanism, and analyzes the problems existing in the promotion process of the dual prevention mechanism. It points out that there are some problems in the process, such as lack of ideological understanding, lack of professionalism, insufficient depth and breadth of full participation, and the existence of "two skins" in the process. It puts forward the following aspects: planning setting, training planning and implementation, application of achievements, etc. and combined with the actual work of the enterprise to carry out the verification. Through the application of double prevention mechanism, the safety risk can be effectively controlled, the hidden danger can be effectively controlled, and the zero safety accident goal can be achieved.
