我国某区域空运医疗后送力量建设研究

摘　　要：目的构建我国某区域空运医疗后送力量。方法通过总结国内外空运医疗后送力量建设与使用情况,归纳外军空运医疗后送力量建设主要特点,分析我国某区域空运医疗后送力量建设的必要性和存在的主要问题。结果针对存在问题,就加强我国某区域空运医疗后送力量建设提出五点对策,即建立空运后送体系、完善训练考核机制、完善空运医疗救护力量管理使用制度、加强运载平台与机载卫生装备研究、健全空运医疗后送法规。结论未来信息化条件下局部战争没有固定的作战地域,伤病员后送通常需要较长时间和距离,建立一支快速灵活、精确高效、立体机动的医疗后送力量刻不容缓。Objective To construct aeromedical evacuation force in a certain area in China.Methods Through summarizing the data concerning the construction and use of domestic and international air medical evacuation systems,the necessity and main existing problems concerning the construction of the aeromedical evacuation system in a certain region were analyzed in the process in China.Results Five countermeasures were proposed corresponding to its construction in China,i.e.to establish an organic air evacuation system,perfect a sound training mechanism and a related assessment system,to establish an effective application and management system,enhance research and development of air platforms and airborne medical systems,and finally to set up and enforce regulations concerning aeromedical evacuation.Conclusion In any future local wars or conflicts,there will be no fixed battle areas under future informatization conditions.Prolonged time and remote distance are the features in casualty evacuation.Therefore,it is urgent to establish a quick,flexible,accurate,efficient and three-dimensional medical evacuation force.
