创新驱动发展运行机制及能力提升路径——以“多元主体协同互动”为视角

摘　　要：本文选取企业、大学等创新驱动发展要素,探讨各要素推动创新驱动发展运行机制形成的多维叠加非线性效用运行过程,构建创新驱动发展能力综合评价指标体系,对中国31个省级行政区(除港澳台)2019年创新驱动发展能力进行测算和分析。结果表明:中国创新驱动综合发展能力存在明显的地域差异,东部地区普遍具有领先优势,中部个别省份发展势头良好但整体偏弱,西部地区短板明显但发展潜力巨大。最后,提出东部地区应推进创新驱动产品升级、技术升级、产业升级和市场需求升级;中部地区应培育和利用国内外创新要素,促进经济发展从资源驱动、投资驱动向创新驱动型发展转换;西部地区应加强创新驱动发展基础能力建设,加大创新财政投入和资源供给力度,提升城乡居民消费水平。This paper selects innovation-driven development elements such as enterprises,universities and scientific research institutions to explore the multi-dimensional superimposed non-linear utility operation process of the formation of the operation mechanism of each factor promoting innovation-driven development,and constructs the comprehensive evaluation index system of innovation-driven development ability to calculate and analyze the innovation-driven development ability of 31 provincial administrative regions except Hong Kong,Macao and Taiwan in 2019.The results show that,there are obvious regional differences in China's innovation-driven comprehensive development ability.The eastern region generally has a leading advantage,the development momentum of individual provinces in the central region is good but the whole is weak,and the short board in the western region is obvious but the development potential is huge.Finally,it is proposed that the eastern region should focus on promoting innovation-driven product upgrading,technology upgrading,industrial upgrading and market demand upgrading;the central region should accelerate the cultivation and utilization of domestic and foreign innovative factors to promote the transformation of economic development from resource-driven and investment-driven to innovation-driven development;the western region should strengthen infrastructure capacity building for innovation-driven development,increase financial input and resource supply for innovation,and raise the consumption level of urban and rural residents.
