摘　　要：《国家中长期教育改革和发展规划纲要(2010-2020年)》实施十年以来,我国民办高校发展取得显著成效:办学规模稳步扩大,办学层次逐渐提高;内涵建设稳步推进,学科专业建设与科学研究水平稳步提升;办学体制改革持续深化,独立学院转设、中外合作办学、民办高职改革不断取得突破;民办教育法规政策日趋完善,国家层面和地方层面分类管理雏形初现。十年来,民办高校改革发展成效离不开党和政府的支持、国家法制建设的推进以及民办高校质量提升的自觉。当前,民办高校的发展面临分类管理政策造成“营非选择”困境的新挑战、推进国家治理体系与治理能力现代化的新形势、落实立德树人根本任务的新要求。因此,亟需进一步健全民办高等教育法律法规、实施高水平民办高校建设工程、拓宽办学经费来源渠道、完善法人治理结构,以保障民办高校持续健康发展。Since the implementation of the national medium and long-term education reform and development plan(2010-2020),the development of private higher education in China has made remarkable achievements,as the scale has been steadily expanded and the level has been gradually improved.Steady progress has been made in connotation construction,discipline construction and scientific research level has been steadily improved while the reform of the educational system continued to be deepened.The independent colleges have been transferred,and the reform of Chinese-foreign cooperation in running schools and private higher vocational education has made continuous breakthroughs.The laws and policies of private education have become more and more helpful,and the principles of classified management at the national and local levels have emerged.The achievements of private higher education cannot be separated from the support of the Party and the government in promoting the construction of national legal and self-conscious of private higher education.At present,the development of private higher education is faced with the new challenge by classified management policy,the new situation of the modernization of national governance system and the new requirements of cultivating people.Therefore,it is urgent to improve the laws and regulations of private higher education,implement the construction project of high-level private higher education,broaden the source of funds,and improve the corporate governance structure to ensure the sustainable and healthy development of private higher education institutions.
