清初浙东地方人士的海防思想——以《谢泰交奏议》为中心

摘　　要：在清初禁海迁界的时代背景下,世居浙江宁波府定海县的士人谢泰交基于个人的亲身见闻,认为“防陆必先防海”,力倡加强海防建设,并将海防与民情结合在一起,认为“开关以通鱼盐之利”正是防海的机宜所在。谢泰交从地理位置突出、物产资源丰富两个方面,论述了舟山在整个海防体系当中的重要地位,认为舟山是东南沿海防御的重门所在,弃守舟山将缩小防御纵深,并可能使其成为敌人进攻大陆的跳板,从而贻害无穷。谢泰交的海防思想反映了浙东地方民众的普遍心声,对当时和后世地方官员的海防思想产生了一定影响。Under the historical background of the prohibition of sea migration in the early Qing dynasty,Xie Taijiao,a scholar living in Dinghai county,Ningbo prefecture,Zhejiang province,based on his personal experience,believed that"the sea defense must be before the land defense".He advocated strengthening the construction of sea defense by combining it with the conditions of the people.He believed that“opening and closing the door to facilitate both fish and salt”was the very principle of actions to prevent the sea.Xie Taijiao discussed the important position of Zhoushan in the whole coastal defense system from the two aspects of its prominent geographical position and abundant resources.He believed that Zhoushan was a key gate for the defense of the southeast coast.Abandoning Zhoushan would reduce the defense depth and possibly make it a springboard for the enemy to attack the mainland,causing endless troubles to the future.Xie Taijiao's thoughts of coastal defense reflect the common aspirations of the local people in the east of Zhejiang province,thus exerting a certain influence on the thoughts of local officials at that time and in later generations.
