基于竞争优势模型的产业体系构建 ——以汕头华侨经济文化合作试验区为例

摘　　要：竞争优势理论及相关研究认为区域产业体系构建和升级已经从依靠资源禀赋结构决定的比较优势,逐渐转移到依靠禀赋结构、规模经济和技术进步构成的竞争优势。梳理了华侨试验区的竞争优势要素,从生产要素、需求条件、文化要素、产业集聚和创新能力四个方面构建华侨试验区的“钻石模型”,提出华侨试验区在近阶段应以培育壮大高级专业生产要素为目的,以直管区为核心重点发展跨境金融、商务会展、医疗旅游和信息产业的建议。以“干中学”推动华侨试验区的传统资源禀赋优势动态升级为竞争优势。According to the theory of competitive advantage and related research, the impetus for construction and upgrading of regional industry system has gradually shifted from the comparative advantage determined by resource endowment to the competitive advantage formed by endowment structure, scale economy and technological progress. This paper analyzed the competitive advantage elements of the Overseas Chinese Economic and Cultural Cooperation Experimental Zone, and constructed the “Diamond Model” of the zone from four aspects: production factors, demand conditions, cultural factors and innovation ability. The paper put forward the advice that the Overseas Chinese Economic and Cultural Cooperation Experimental Zone should focus on construction and development of cross-border finance, business exhibition, medical tourism and information industry in the near future in the directly-managed zone with cultivate and expand senior professional production factors as purpose. “Learning by doing” will promote the dynamic upgrading of the traditional resource endowment advantages into competitive advantages.
