摘　　要：文章结合开放政府数据特性分析,建立开放政府数据信息生态链结构模型和信息价值网络;基于系统动力学和商业模式的角度分析政府数据驱动创新因素,梳理开放政府数据价值的创造机理,提出价值实现过程框架,揭示价值增值维度,并重点对开放政府数据信息生态链的价值演化路线、阶段特征进行归纳总结;探索开放政府数据信息生态链多主体发展的目标和相应的运作方式,并提出开放政府数据价值增值的建议。Based on the analysis of the characteristics of open government data,the article establishes an open government data information ecological chain structure model and information value network.It analyzes government data-driven innovation factors based on system dynamics and business models,sorts out the value creation mechanism of open government data,and proposes the framework of value implementation process.It reveals the value-added dimension,and focuses on summarizing the value evolution route and stage characteristics of the open government data information ecological chain.Finally,the article explores the multi-agent development goals and corresponding operation methods of the information ecological chain of open government data,and puts forward suggestions on the value-added of open government data.
