摘　　要：针对京津冀科技资源配置因各地区行政壁垒导致三地形成相对独立运行的配置机制系统、相互关联程度不紧密现状,为提升京津冀协同发展能力,依据系统理论和协同理论,基于科技资源配置的目标、主体、客体、环境、方式与机制等模块关联和相互作用,构建京津冀科技资源配置系统分析框架,并在主体、空间、环境、市场、服务5个维度上构建科技资源优化配置机制;结合京津冀科技资源配置中存在的跨区域产学研合作机制和政府配置作用亟待加强、市场配置作用发挥未充分等问题,从产学研合作、科技资源空间优化、科技成果市场化、科技创新服务联动、创新环境协同提升等方面提出对策建议。In view of the fact that the administrative barriers in Beijing-Tianjin-Hebei urban agglomeration lead to the relatively independent allocation mechanism system and the lack of close correlation in the allocation of scientific and technological resources,in order to improve the collaborative development ability of Beijing-Tianjin-Hebei,according to the systemic and collaborative theory,and based on the target,subject,object,environment,mode and mechanism of scientific and technological resources allocation,this paper constructs the analysis framework of Beijing-Tianjin-Hebei scientific and technological resource allocation system.Further,combined with the existing problems in the allocation of scientific and technological resources in Beijing-Tianjin-Hebei,such as the interregional cooperation mechanism of industry,university and research needs to be strengthened,the role of government allocation needs to be strengthened,and the role of market allocation is inadequate,etc.,this paper puts forward some countermeasures and suggestions on the cooperation of industry,university and research,the optimization of scientific and technological resources space,the marketization of scientific and technological achievements,the linkage of scientific and technological innovation service,and the promotion of innovative environment.
