植保机械购置补贴对防治外包服务参与的影响——基于福建省水稻主产地微观数据的实证研究

摘　　要：为更好地完善农机现代化制度的可持续性,对福建省10个县的水稻防治外包情况进行调查,并利用PROBIT模型分析植保机械购置补贴政策对防治外包服务的影响,结果表明:植保机械购置补贴在一定程度上会抑制防治外包服务的采纳。近3年使用购机补贴的这类稻农其购买防治外包服务概率减少22.72%,而3年前使用购机补贴的对购买外包服务行为的影响不显著。原因在于面对防治外包服务决策时,持有享受补贴政策购买的植保机械往往被看作“沉没成本”而导致农户放弃其他防治方式的选择,但这种损失厌恶会随时间变化而逐渐减弱。由此建议植保机械购置政策补贴资金分配的重心落在外包组织防治机械的更新升级,同时因地制宜地做好植保机械补贴政策的推广区划。In order to make the agricultural machinery modernization system more sustainable,it was investigated the outsourcing situation of rice control in 10 counties of Fujian Province,and analyzed the impact of subsidy policy on the outsourcing services by using probit model.The result showed that:plant protection machinery purchase subsidies would reduce the adoption of control outsourcing services to a certain extent.In the past three years,these rice farmers who have used plant protection machinery to purchase machine subsidies had reduced the probability of purchasing control outsourcing services by 22.72%.However,the use of machine purchase subsidies three years ago had no significant impact on the purchase of outsourcing services.The possible explanation is that when farmers face the decision of outsourcing prevention and control services,plant protection machinery purchased by the subsidy policy is often regarded as a“sunk cost”,which causes farmers to abandon other options for prevention and treatment,but this loss aversion will over time change and gradually weaken.Therefore,it is suggested that the focus of the allocation of plant protection machinery purchase policy subsidy funds should be placed on the update and upgrade of the outsourcing organization s prevention and control machinery.At the same time,the plant protection machinery subsidy policy should be promoted according to local conditions.
