葫芦河静宁水文站测站功能及测验方式改革浅析

摘　　要：近年来,随着甘肃省水文监测站点的大幅增加和水文现代化不断推进,水文基础资料的收集已覆盖全省范围并初步实现自动化测报。因此,对新形式下的水文测验管理体制提出了更高的要求,测验方式改革势在必行。本文依据水利部水文局《关于深化水文监测改革的指导意见》、《水文巡测规范》(SL 195-2015)等相关技术规范要求,对葫芦河静宁水文站进行测验方式改革,利用相关分析、单值化处理等数理统计方法对水位流量关系、年径流量、泥沙进行分析论证。同时提出以静宁水文站为中心站,周边水文监测站施行巡测、遥测的新型水文测验模式,以构建“巡测优先、驻巡结合、应急补充”的水文管理体系。In recent years,with the substantial increase of hydrological monitoring stations in Gansu Province and the continuous advancement of hydrological modernization,the collection of basic hydrological data has covered the whole province and initially realized automatic forecasting.Therefore,higher requirements are put forward for the new form of hydrological test management system,and the test method reform is imperative.Based on the《Guiding Opinions on Deepening the Reform of Hydrological Monitoring》,《Specifications for Hydrological Inspections》(SL 195-2015)and other relevant technical specifications from the Hydrological Bureau of the Ministry of Water Resources,this article reforms the testing methods of the Huluhe Jingning Hydrological Station,using relevant analysis and single value Chemical processing and other mathematical statistics methods analyze and demonstrate the relationship between water level and flow,annual runoff,and sediment.At the same time,it is proposed to take Jingning Hydrological Station as the central station and implement a new hydrological test mode of patrol and telemetering at the surrounding hydrological monitoring stations to build a hydrological management system of“patrol survey priority,station patrol combined,emergency supplement”.
