摘 要:2008年太湖流域水环境综合治理实施以来,太湖流域水环境面貌得到显著改善。步入新发展阶段,人民群众对持久水安全、优质水资源、健康水生态、宜居水环境、先进水文化有了更高需求,但太湖治理与保护仍面临诸多难题,特别是水体总磷含量高,蓝藻水华多发频发。新一轮的太湖治理与保护,需坚持问题导向,围绕太湖治理与保护的关键问题精准施策,建议控源扩容并举,一方面进一步加强以“减磷控氮”为重点的源头控制,另一方面加快构建国家水网体系,科学实施引江济太、水生态修复等水环境容量扩容,科学有序促进太湖休养生息。Since the initiation of comprehensive regulation of water environment in the Taihu Basin in 2008,it has been great improvement.After entering into the new development stage,the Chinese people make higher requirements for constant water security,high-quality water,healthy water ecology,livable water environment and advanced water culture.However,several problems need to be solved in particularly high contents of total phosphorus and frequent occurrence of algal bloom.Problems need to be targeted for policy making.It also needs to control pollution sources and expand the storage capacity of water bodies by focusing on"phosphorus reduction and nitrogen control"and construction of national water network system.Expansion of storage capacity of water environment should be carried out scientifically,such as water diversion from Yangtze River to Taihu,combining with rehabilitation of ecosystem.
