信息化基建、跨系统融合与经济发展内在机理研究

摘　　要：在研究中国双循环战略部署如何实现与内外部经济环境不确定性的有效对接中,跨系统融合既是大主题,也是大趋势。运用倒“U”型传导机制等工具,实现了从信息化基建与跨系统融合的概念分离到信息化驱动区域经济发展的机制分析;同时,运用“时空窗口设计”等工具揭示信息化驱动与区域经济发展的隐性关联,分析了信息化驱动对区域经济发展分产业传导机制。结果表明:隐性关联上,未来不仅信息化基建的价值依然存在,而且还会继续增强;虽然目前跨系统融合的驱动能力不如信息化基建,但差距正在缩小;区域经济越发达,跨系统融合价值就越明显。传导机制中,跨系统融合对第一产业发展的价值未来可期;大力推进现有信息化基建和第二产业体系跨系统融合的结果会使第二产业本身的发展受到更多约束;同时发现,近期第三产业中的信息化发展要比一、二产业更值得关注。区域信息化的效价不能臆想化地由信息化自身决定。在信息化发展过程中,人们无法简单回避区域异质性问题。长期来看,区域信息化建设的战略布局需要向跨系统融合方向倾斜。Cross-system integration is not only a major theme but also a major trend in the study of how to effectively connect China’s dual-cycle strategy deployment with internal and external economic environment uncertainty.Here,the“inverted U-shaped conduction mechanism”and other tools are used to realize the separation from the concept of informatization infrastructure and cross-system integration to the mechanism analysis of informatization driving regional economic development.The results show that the value of IT infrastructure will continue to increase in the future,and the gap is narrowing though the driving capacity of IT infrastructure,which is not as good as that of IT infrastructure.In the conduction mechanism,the value of cross-system integration to the development of the primary industry can be expected in the future.The result of promoting the existing information infrastructure and cross-system integration of the secondary industry system will restrict the development of the secondary industry itself more.Meanwhile,it is found that the development of information technology in the tertiary industry is more worthy of taking attention on than that in the primary and secondary industries.Finally,the policy recommendations are as follows.The potency of regional informatization should not be determined by informatization itself.In the process of informatization development,people can not simply avoid the problem of regional heterogeneity.In the long run,the strategic layout of regional informatization construction needs to incline towards cross-system integration.
