对广东现行省级体育规范性文件的研究

摘　　要：体育规范性文件作为一种政府公文,是我国体育法制的重要补充.通过文献资料、逻辑分析、法律文本分析等方法对广东现行省级体育规范性文件进行研究.发现在省级体育地方性法规、地方政府规章数量有限的条件下,广东现行省级体育规范性文件的规范内容主要是全民健身和体育产业;体现了谨慎的思路,既以落实法律法规为重点也体现了地区特色.在肯定成绩的同时,针对存在的问题提出了重视竞技体育规范性文件的制定、扩容相关制定主体、强化规范化管理等3方面的完善建议.As a kind of government document,sports normative document is an important supplement of sports legal system in China.This paper studies the current provincial sports normative documents in Guangdong by using the methods of literature,logical analysis and legal text analysis.It is found that the current provincial sports documents in Guangdong,given the limited number of provincial sports local ordinance and local government regulations,are mainly about national fitness and sports industry in contents.They embody a careful,rigorous approach to planning,focus on the implementation of laws and regulations,but also reflect the regional characteristics.At the same time,in view of the existing problems,this paper puts forward some suggestions on the formulation of the current provincial sports normative documents.
