基于公众参与的街道设计导则评估--以《丰台区城乡街巷设计导则》为例

摘　　要：随着各个国家和地区以人为本思想的普及和公民主体意识的崛起,公众参与成为城市规划设计中的重要环节和必要手段。以《丰台区城乡街巷设计导则》为例,构建评估体系,探索公众参与在导则评估环节的目标与原则、模式与方法,细化公众参与程度与方式,提出导则的修改与更新建议,提高公众参与普及程度,为城市更新背景下的街道发展提供借鉴。With the popularization of people-oriented thought and the rise of citizen consciousness in various countries and regions,public participation has become an important link and necessary means in urban planning and design.Taking the“Design Guidelines for Urban and Rural Streets and Lanes in Fengtai District”as an example,an evaluation system is constructed.The goals and principles,models and methods of public participation in the evaluation of the guidelines are explored.The degree and methods of public participation are refined.The suggestions for revision and update of the guidelines are put forward and the popularity of public participation is increased,and a reference for street development in the context of urban renewal is provided in the paper.
