摘　　要：协商民主作为我国人民民主的重要形式,深深嵌入了中国民主政治全过程,在社会主义民主政治中具有独特地位。中国特色协商民主是中国人民在中国共产党领导下,就重大问题通过讨论和商量,以取得最大共识的合作式集体决策模式。中国特色协商民主基于中国社会和政治的实际需要而产生,在近代以来的历史中逐渐形成和发展,与国家制度存在着密切联系,具有本土内生、实践先行和建制化的特征。在我国,协商民主与选举民主存在一种结构上的耦合互补关系,二者共同构筑了中国宪法的民主基础。中国特色协商民主以中国共产党领导为政治原则,以参与和发展为价值追求,以合作与商量为基本手段,以共识和真理为共同目标,以程序和法治为根本保障。Deliberative democracy is an important form of people’s democracy in China.It is deeply embedded in the whole process of socialist democratic politics and has a unique status in Chinese democratic politics.Deliberative democracy with Chinese characteristics is a cooperative collective decision-making model,in which the Chinese people reach the maximum consensus on major issues through discussion and consultation,under the leadership of the Communist Party of China.Deliberative democracy with Chinese characteristics,which came into being on the basis of the actual needs of Chinese society and politics,and is gradually formed and developed in the modern history and closely related to the state system.It is indigenous and endogenous,practice-oriented and institutionalized.In China,there is a structural coupling and complementary relationship between deliberative democracy and electoral democracy,and the two forms of democracy jointly build the democratic foundation of the Chinese Constitution.Deliberative democracy with Chinese characteristics takes the leadership of the Communist Party of China as its political principle,participation and development as its value pursuit,cooperation and consultation as its basic means,consensus and truth as its common goal,with procedures and the rule of law as its fundamental guarantee.
