摘　　要：期刊数据库是"双一流"建设的信息保证,是高校图书馆采购的重要工作。然而,期刊数据库单一来源采购流程完整但细节操作尚不完善,影响采购效能。为此,针对性探索金额在200万元以上的期刊数据库单一来源采购的全流程要素,指出期刊数据库单一来源采购前审批环节中的专家论证、单位内部会商、单一来源公示、上报相关资料以及采购中的谈判环节、采购后的使用情况评价是管理不到位的重点环节。基于"放管服"视角,提出"放"在掣肘处,做专业化数据库单一来源采购;"管"在关键处,保证单一来源数据库采购高效运行;"服"在痛点处,突破采购中谈判话语权受限壁垒,提升高校期刊数据库单一来源采购效能。Journal database is the information guarantee of university construction and an important work of university library procurement. The procurement process of journal database is complete but the details are not perfect,which affects the purchasing efficiency. Exploring the full process elements of single-source procurement of more than 2 million journal databases,the paper points out that the expert demonstration,internal meeting,single source publicity and reporting of relevant information in the pre-procurement approval process,and the negotiation during procurement and the evaluation after purchase are the main manifestations of inadequate management. Based on the perspective of "release-management-service",the following measures are put forward:professionalize the single source procurement of database,ensure the efficient operation of single source database procurement,and break through the barrier of the limited voice of negotiation during procurement,so as to improve the efficiency of single source procurement of university journal database.
