金代山东西路转运司使考察

摘　　要：金代转运司路制度,因袭辽宋,掌一路财税。金置山东西路等14路运司,主要职能为“掌税赋钱谷、仓库出纳、权衡度量之制”。因“东平素号雄藩”,人口众多、经济发达,山东西路转运司置司东平,辖山东西路、大名府路的东平、大名两府与兖、徐、濮等12州。故在机构设置、人员编制的规模,履行职能、使官配置等方面,凸显出其在有金一代的重要地位与作用。The transporting department system of Jin Dynasty,originating from the Liao and Song Dynasties,took charge of one region's finance and taxation.The government of Jin Dynasty set up 14 transporting departments like Shandong West Region Transporting Department with the main function of administrating taxation,money and cereal,receiving and paying money for the warehouse,and balancing measurement.As Dongping was an important and powerful state with a large population and advanced economy,Shandong West Region Transporting Department was set up there,having jurisdiction over Shandong west region,Dongping of Daming Prefecture,the two prefectures of Daming,and the 12 states like Yan State,Xu State,and Pu State.Therefore,Dongping played a significant role in institutional setting,staffing scale,performance of functions,appointment of officials and so on in the Jin Dynasty.
