一二三产业融合对山东省农业农村现代化建设的促进作用与路径研究

摘　　要：一二三产业融合最终目标是提升农村经济发展,提高农民生活水平。山东作为农业大省,农业经济发展存在生产机械化水平不高、农业产业结构不完整、农民综合素质整体有限等问题。产业链延伸增加了农民收入与保障,多功能农业增加了就业机会与人气,城乡统筹吸引资本、知识与人才是推动一二三产业融合促进农业农村现代化建设的内在机理,山东省一二三产业融合主要从制定乡村产业规划,优化基础设施供给结构,健全用地制度,加强财税政策支持,发展农村集体经济,改善金融服务养老保险条件,健全多元化服务平台等七方面开展建设。The ultimate goal of the integration of primary,secondary and tertiary industries is to enhance the development of rural economy and improve the living standards of farmers.Shandong,as a major agricultural province,has some problems in the development of agricultural economy,such as low level of production mechanization,incomplete agricultural industrial structure,limited overall quality of farmers and so on.The extension of industrial chain is intended to increase farmers'income and security;multi-functional agriculture aims to increase employment opportunities and popularity;and the overall planning of urban and rural areas is designed to attract capital,knowledge and talents,these are the internal mechanism of promoting the integration of primary,secondary and tertiary industries as well as agricultural and rural modernization.The integration of primary,secondary and tertiary industries in Shandong Province is implemented mainly in terms of seven aspects,i.e.,the formulation of rural industrial planning,the optimization of infrastructure supply structure,the improvement of land use system,the strengthening of fiscal and taxation policy support,the development of rural collective economy,improvement of the conditions of financial services and old-age insurance,and enhancement of a diversified service platform.
