摘　　要：将非核心业务承包给外部专业单位是企业惯用的经营策略,而外包企业良莠不齐,如何对外包单位进行系统的安全管控成为新课题。以一家成立8年多的电力生产企业为例,从安全制度、机制和能力建设入手,系统阐述了针对外包单位的安全管理创新探索。Contracting non-core business to external professional units is the usual management strategy of enterprises,while outsourcing enterprises have different advantages and disadvantages.How to carry out systematic safety management and control for outsourcing units has become a new topic.Taking an electric power production enterprise established for more than 8 years as an example,starting from the safety system,mechanism and capability building,this paper systematically expounds the exploration of safety management innovation for outsourcing units.
