全面推行村级组织负责人“一肩挑”的制度优势与有效路径

摘　　要：村级组织负责人“一肩挑”制度的产生与发展,经历了先行试验和探索阶段、鼓励倡导和推进阶段、全面铺开和推行阶段。全面推行村级组织负责人“一肩挑”,有利于提升党组织的领导权威,有利于规范和优化乡村权力结构体系,有利于实现乡村治理体系和乡村治理能力现代化。农村基层党员队伍建设相对滞后,农村基层党员能力素质整体不高,制度供给和衔接不完善,是全面推行村级组织负责人“一肩挑”必须面对的现实困境。基于此,加强农村基层党员队伍建设,为全面推行村级组织负责人“一肩挑”提供组织保障;提升农村基层党员能力素质,为全面推行村级组织负责人“一肩挑”提供人才基础;完善制度供给和衔接,能够为全面推行村级组织负责人“一肩挑”提供制度支持。The overall implementation of the“one shoulder multi-task”of the head of village organization is conducive to enhancing the leadership authority of the party organization,standardizing and optimizing the rural power structure systems,and realizing the modernization of rural governance system and rural governance ability.Fully implement the effective path of“one shoulder multi-task”for village-level organization leaders includes strengthening the construction of rural grass-roots party members in order to provide organizational protection for village-level organization leaders;Improving the ability and quality of rural grass-roots party members can provide talent base for village-level organization leaders;Perfecting system supply and link can provide system support for leaders of village organization.
