“双循环”视角下推动免税零售改革创新发展研究

摘　　要：我国居民海外总消费支出连续多年位居全球首位,免税购物已经成为出境游客消费的重要组成部分。当前,我国免税零售发展相对滞后,存在行业开放程度不高、免税行业地位不明确、行业政策陈旧滞后等问题,导致国内免税店数量少、免税品供应有限、免税购物限额低,造成我国消费外流,也损失了很多国际游客应在我国境内发生的消费份额。为此,应从扩大内需和构建"双循环"新发展格局的视角重新审视我国免税零售市场发展,从国家战略高度明确免税零售行业定位,推动免税行业管理体制机制改革,着力优化免税零售行业市场竞争格局,逐步调整完善离境退税体系,促进免税零售高质量发展,发挥免税零售在扩大内需战略和形成"双循环"新发展格局中的独特作用。Chinese residents’total overseas consumption expenditure has ranked first in the world for many years.Duty-free shopping has become an important part of the outbound tourists’consumption.Now China’s duty-free retail market is not well developed,and facing many problems such as the low degree of openness,the unclear status,and the outdated industry policies,which leads to a small number of domestic duty-free shops,limited supply of duty-free goods,and low duty-free shopping quotas.Due to the imperfection of China’s duty-free market,many Chinese tourists buy goods at overseas duty-free shops,and many international tourists’consumption that should occurred in China has been lost.Therefor,from the perspective of expanding domestic demand and building a"dual-circulation"development pattern,China’s duty-free retail industry is suggested to clarify the status on national strategy,promote the reform of duty-free industry management system and mechanism,optimize the market competition pattern,adjust and improve the duty-free shopping policy,build a high-quality duty-free retail system that conforms to the actual development of China,and promote the establishment of a"dual circulation"development pattern.
