对我国服务贸易统计制度设计质量的评价

摘　　要：我国服务贸易统计制度自2008年正式实施以来,共经历了5次修订。"历经数次修订的服务贸易统计制度有无进一步改进的空间?"这是一个值得探讨的问题。文章从服务贸易统计制度设计质量视角出发,以DQAF作为评价框架,采用ROSC-DM方法,将我国服务贸易统计制度内容与《服务贸易统计手册2010》《MSITS2010编制者指南》中的一般原则和要求进行了比较。比较结果显示:我国服务贸易统计制度设计较简单,内容不能涵盖DQAF框架中的所有质量维度和大多数评估要素。尤其在质量的前提条件、准确性和可靠性、适用性和可获得性等维度上,我国服务贸易统计制度设计与《服务贸易统计手册2010》及其编制者指南的基本要求存在较大差距。文章认为我国服务贸易统计制度设计质量水平总体不高,仍有较大的改进空间。China’s statistical system of trade in services has experienced five revisions since its formal implementation in 2008."Is there any room for further improvement in the repeadedly revised statistical system of trade in services?"It is a question worth discussing.From the perspective of the quality of statistical system of trade in services,this paper takes DQAF as the evaluation framework and use ROSC-DM method to compare the content of China’s statistical system of trade in services with the general requirements in Manual on Statistics of International Trade in Services 2010 and MSITS 2010 Compilers Guide.The results show that the design of China’s statistical system of trade in services is relatively simple,and the content can not cover all the quality dimensions and most evaluation elements in the DQAF framework.Especially in the dimensions of quality prerequisite,accuracy and reliability,applicability and availability,there is a big gap between the China’s statistical system of trade in services and the basic requirements of the MSITS 2010 and its compilers’guide.The paper holds that the overall quality level of China’s statistical system of trade in servcies is not high,and there is still much room for improvement.
