摘　　要：近几年来,受全球经济发展不确定、不稳定因素影响,全球矿产品需求动能持续减弱,全球矿业形势呈现的下行趋势,矿产品市场供过于求态势凸显,资本市场出现困难,矿业投资呈削弱、下降趋势,资源价格剧烈振荡。为保证矿业的可持续发展,开展社会管理与矿业发展研究,通过研究得出,通过精简审批社会管理材料可以有效降低矿业企业的负担,规范社会企业矿业权出让管理,实现矿业“两权”联合出让,以期为矿业企业的和谐矿区建设提供借鉴。In recent years,affected by the uncertain and unstable factors of global economic development,the demand momentum of global mineral products continues to weaken,the global mining situation shows a downward trend,the situation of supply exceeding demand of mineral products market is prominent,the capital market is difficult,the mining investment shows a weakening and downward trend,and the resource price fluctuates sharply.In order to ensure the sustainable development of the mining industry,the research on social management and mining development is carried out.Through the research,it is concluded that the burden of mining enterprises can be effectively reduced by streamlining the examination and approval of social management materials,the management of mining right transfer of social enterprises can be standardized,and the joint transfer of mining"two rights"can be realized,so as to provide reference for the construction of harmonious mining area of mining enterprises.
