摘 要:基于2008~2017年全国30个省市面板数据,分别构建居民用户和工业用户经济计量模型,研究减少交叉补贴和其他电力市场化改革措施是否实现了降低电价边际成本的目标。结论表明,随着交叉补贴水平的降低,电价边际成本下降的假设得到验证;整个改革进程降低了电价边际成本的假设没有得到验证。说明电力市场化改革措施对不同地区、不同用户的电价边际成本和交叉补贴水平有不同的影响。因此,对于整个改革进程,本研究尚无法做出拒绝或不拒绝的决定,但是,交叉补贴水平的逐步取消应提上日程。Based on the panel data of 30 provinces and municipalities in China from 2008 to 2017,econometric models of resident and industrial users are constructed respectively to study whether reducing cross subsidies and other measures of power system reform have achieved the goal of reducing marginal cost of electricity price.The results show that the hypothesis of marginal cost reduction of electricity price has been verified with the decrease of crosssubsidy level,and the hypothesis of marginal cost reduction of electricity price has not been verified in the whole reform process.It concludes that the measures of electric power system reform have different impacts on marginal cost of electricity price and cross subsidy level of different regions and users.Therefore,the study cannot yet decide whether to reject or not to reject the whole reform process,but the phasing out of cross-subsidy levels should be on the agenda.
