摘　　要：目的了解2007—2016年天津市社区卫生机构服务效率,为政府进一步完善社区卫生机构管理制度,提供政策建议,提高社区卫生机构服务效率。方法基于2007—2016年《天津市卫生计生统计资料》,构建数据包络分析模型,对天津市10年间社区卫生机构的卫生服务效率进行分析,投入指标为社区卫生服务机构数、社区卫生服务人员数,产出指标包括门急诊人次、家庭卫生服务人次数、健康检查人次数。结果2007—2016年天津市社区卫生服务机构整体效率平均值为1.080,纯技术效率1.089,规模效率0.993,其中2011、2016年处于非DEA有效状态。结论天津市社区卫生机构整体运行效率较高,规模效率对整体效率的影响更大。政府应着力提升社区卫生机构服务水平,优化卫生资源配置,根据科学计算,适当调整社区卫生机构发展规模,为群众提供快捷、高效的基本医疗服务,持续推进深化医改向纵深发展,不断提高人民群众的健康福祉。Objective To understand the service efficiency of community health institutions in Tianjin from 2007 to 2016,to further improve the management system of community health institutions for the government,provide policy recommendations,and improve the service efficiency of community health institutions.Methods Based on the"Statistics of Tianjin Health and Family Planning"from 2007 to 2016,a data envelopment analysis model was constructed to analyze the health service efficiency of community health institutions in Tianjin over the past 10 years.The input indicators are the number of community health service institutions and community health services;number of personnel,output indicators include the number of outpatient and emergency services,the number of home health services,and the number of health checkups.Results From 2007 to 2016,the overall average efficiency of community health service institutions in Tianjin was 1.080,the pure technical efficiency was 1.089,and the scale efficiency was 0.993.Among them,they were non-DEA effective in 2011 and 2016.Conclusion The overall operating efficiency of community health institutions in Tianjin is relatively high,and scale efficiency has a greater impact on overall efficiency.The government should focus on improving the service level of community health institutions,optimize the allocation of health resources,appropriately adjust the development scale of community health institutions based on scientific calculations,provide the people with fast and efficient basic medical services,continue to promote the deepening of the medical reform,and continuously improve the people's health and well-being.
