摘　　要：项目资本金制度是我国固定资产投融资管理的重要支柱。资本金融资困难是近年来我国基础设施投资增速大幅放缓的重要原因之一。随着我国金融机构竞争水平和风险识别能力增强,最低资本金比例的风险约束功能在减弱,下调基础设施领域项目资本金比例有助于我国更好的推进基础设施投融资体制改革。Adequate project capital is an essential part of China’s fixed asset investment and financial management. In recent years, difficulties in obtaining capital have been key factors in the sharp slowdown in the growth of China’s infrastructure investment. As China’s financial institutions become more competitive and improve their risk identification ability, limiting risk has been less dependent on minimum capital ratios. Lowering the capital ratio on infrastructure projects will help China promote reforms in infrastructure investment and the financing system that supports these projects.
