摘 要:针对新型冠状病毒肺炎疫情背景全面分析军地融合疾控救援应急体系。从新型冠状病毒肺炎发生过程及军地联动反馈方面分析军地医学力量的差异性。创造性地利用地理学、物理学、社会学以及系统论的相关理论及“熵”理论阐述军地融合救援的重要性。在新冠疫情背景下探讨军地融合疾控救援体系现状、问题,并提出合理化建议。总结基于预防-感知-响应为状态、监控-评价-决策为流程的军地融合应急疾控体系“金字塔”模型。According to the comprehensive analysis of the background of the COVID-19 epidemic,a civil-military integrated disease control and rescue system was proposed.The differences between military and local medical forces were compared from the occurrence of COVID-19 and the linkage between military and local forces.Geography,Physics,Sociology,System theory and“Entropy”theory were creatively used to explain the importance of civil-military integration rescue.In the context of the COVID-19 situation,the current situation and problems of the military-region integrated disease control and rescue system were discussed,and reasonable suggestions were put forward.The“Pyramid”model of civil-military integrated disease control and rescue system based on prevention-awareness-response as state and monitoring-evaluation-decision as process was summarized.
