摘 要:简述了国内外重大危险源辨识的更新和进展。欧盟《塞维索法令》对重大危险源辨识发展具有重要意义,它根据恶性事故的发生及生产应用的需要不断完善和更新,目前已更新至第三版。我国重大危险源辨识标准起步较晚,与《塞维索法令》密切相关,随着化工行业的快速发展,重大危险源辨识标准也更新至第三版。重大危险源辨识理论仍然需要不断地完善,以适应快速发展的工业化形势,目前存在临界量不全、重大危险源分级理论中的特殊情况未做规定、非重大危险源分级管理空白等现实问题需要解决。Current progress of the identification of major hazard installations in China and abroad was described.The European Union′s Seveso Directive is of great significance to the identification and development of major hazard installations.Now at its third edition,the Seveso Directive has been continuously improved and updated based on the occurrence of serious accidents and the needs of production and applications.The identification standards for major hazard installations in China were developed based on the Seveso Directive.With the rapid development of the chemical industry,the identification standards for major hazards installations in China have also been updated to a third edition.The identification theory of major hazard installations still needs continuous improvement to adapt to the rapidly developing industrialization situations.At present major problems need to be resolved that the values of critical quantities need to be completely defined,special circumstances should be considered in the major hazard classification theory,and guidelines should be provided for classification management of non-major hazard installations.
