加大科技人员激励力度能否促进科技成果转化——来自中国高校的证据  

Do Increased Financial Incentives for Researchers Promote the Transformation of Scientific and Technological Achievements——Evidence from Chinese Universities

摘　　要：2011年开始中国政府启动新一轮科技成果转化领域改革,其中一项重要内容是“提高科技人员奖酬金提取比例”,因其改革力度之大而备受社会各界关注。借鉴自然实验和双重差分模型,利用全国552所地方所属本科院校2010—2017年平衡面板数据,评估省级地方政府发布的加大科技人员激励力度政策的效果。发现该项激励政策没有起到“立竿见影”的成效,而是在政策发布后第2、第3年才开始起作用。实施更大激励力度的省份,政策产生了更强的刺激作用,但没有产生额外的政策效果——政策发挥作用的时间没有缩短。因此,在继续推动个人收益权改革的同时,应适当降低过高的个人激励以平衡多方利益关系,并继续深化科技成果转化领域配套改革。Since 2011,the Chinese government has initiated a new round of reforms in the transformation of scientific and technological achievements.As one of the important issues,the reform of increasing the proportion of financial incentives for researchers has attracted the attention of all walks of life because of its great strength.Drawing on the natural experiment and the Difference-in-Difference model and using the balanced panel data of 552 local undergraduate universities in China from 2010 to 2017,the paper evaluates the effect of the provincial government's policy to increase incentives for researchers.The paper finds that the incentive policy does not achieve immediate results,but only begins to work in the second or third years after the policy is issued.In the provinces that have implemented greater incentives,the policies have produced a stronger stimulus,but do not obtain additional policy effects—the time for which the policy has been effective has not been shortened.It is necessary to appropriately reduce excessive personal incentives to balance the interests of multiple parties,and continue to deepen other reforms in the field of scientific and technological achievements transformation.
