摘  要:针对黄河下游灌区资源型缺水及水资源供需矛盾等问题,以邢家渡引黄灌区为例,进行需水预测和对现状年及未来规划水平年的水资源供需平衡分析,通过建立大系统数学模型,形成区域、农业两层子系统,合理分配农业、工业、生活、生态用水部门之间的配水量,优化农作物的种植结构,提出水资源最佳配置方案。结果表明:优化后粮食作物(小麦和玉米)的种植面积比例有所减小,经济作物(棉花)的种植面积比例有所增大;枯水期、平水期引黄水和地下水为农业的主要水源,丰水期地表水为农业的主要水源;各类用水部门用水满足率均大于50%,除农业外其他部门均不小于85%,优化效果明显。优化调度模型既考虑经济效益,又考虑水资源高效可持续利用,使水资源优化配置科学合理。Aiming at the problems of water shortage and contradiction between supply and demand of water resources in the irrigation area of the Lower Yellow River,this paper took Xingjiadu irrigation area as an example,carried out the water demand prediction and the balance analysis of water resources supply and demand in the current and future planning level years.By building a largescale system mathematical model,it formed the regionalagricultural twolayer subsystems,took the distribution of agricultural water resources as a bridge to connect the two layers,optimized and coupled subsystems,distributed water resources reasonably among agricultural,industrial,living and ecological environment departments,planted structure of crops and put forward the optimal allocation scheme of water resources.The results show that,after optimization,the proportion of agricultural planting area has been adjusted,the proportion of wheat and corn planting is the largest,and the proportion of cotton planting has been increased.The Yellow River water and groundwater become the main water supply for agriculture in dry season and normal water period.After the rainy season,the rainfall runoff is stored,and the surface water provides the local water source.The water supply guarantee rate of the four water departments is greater than 50%.In addition to agricultural water supply,the water use satisfaction rate of other units is all greater than 85%,and the effect of water supply optimization is obvious.Multiple target is considered in the optimal operation model,which not only ensures economic benefits,but also considers reasonable development and efficient and sustainable utilization,so that the water resources dispatching results are more scientific and reasonable.
