摘　　要：流通体系贯穿国内市场,在构建"双循环"新发展格局中发挥着重要作用。本文在阐述流通发展现状的基础上,深入分析流通体系面临的问题与短板,包括:区域市场分割导致全国范围流通资源整合不足、流通基础设施布局不均衡制约流通服务质量、信息化水平不高制约流通效率提升、流通组织化程度较低等,进而提出提升流通体系运行质量的对策建议:提升流通产业地位、加快政府职能转变、重视流通体系立法建设、实施技术创新驱动战略,提升流通业现代化水平等,以期助力构建以国内大循环为主的新发展格局。The circulation system runs through the domestic market and plays an important role in building a new development pattern of "double circulation". Based on the current situation of circulation development, this paper analyzes the problems of the circulation system, including: the regional market segmentation leading to the insufficient integration of circulation resources, the unbalanced distribution of circulation infrastructure restricting the quality of circulation service, the level of informatization not enough high to improve the efficiency of circulation and so on. Finally, it puts forward countermeasures and suggestions: to enhance the status of the circulation industry, accelerate the transformation of government functions, pay attention to the legislative construction of circulation system, implement the technology innovation driven strategy, and enhance the modernization level of the circulation industry, so as to help build a new development pattern based on the domestic big cycle.
